Abstract

This study aims to assess the effectiveness of jail officers in reducing prison violence within the Quezon City Jail Male Dormitory (QCJMD) located in Barangay Payatas. Although prison violence cannot be completely eradicated, the Bureau of Jail Management and Penology (BJMP) acknowledges that it can be mitigated through appropriate measures. Common issues include fights, theft, and the creation of contraband items such as improvised weapons and gambling materials. With limited existing research focused on QCJMD, this study provides important insights into the practices and challenges of managing violence in newly developed detention facilities. A descriptive research design was used to evaluate the frequency of prison violence and the effectiveness of jail officers. Simple random sampling was employed to ensure fairness and minimize bias. The respondents included twenty (20) jail officers, fifteen (15) persons deprived of liberty (PDLs), and fifteen (15) PDL visitors, totaling fifty (50) participants. Data were gathered using a researcher-made survey questionnaire and were analyzed through statistical treatment to determine levels of agreement and identify recurring problems. The findings showed that respondents agreed on the effectiveness of jail officers in maintaining the health and well-being of PDLs. Meanwhile, other variables—such as economic support, facility conditions, and logistical resources—received “strongly agree” ratings. The most commonly cited problem was limited funding for PDL support, facility improvement, and personnel. Among the proposed interventions, respondents emphasized the importance of providing mental health awareness programs for PDLs as a preventive approach to reduce violence. The study recommends that the BJMP leadership enhance jail management strategies, update policies, and strengthen officer training to address prison violence effectively. Jail officials must continually evaluate their operational performance, while PDLs should be encouraged to provide feedback to improve safety. Barangay officials are urged to develop more effective PDL rehabilitation and treatment programs. Community involvement is also essential in supporting PDL reintegration, particularly in employment opportunities. Furthermore, students should be educated on jail conditions to foster awareness. Future researchers are encouraged to further investigate jail officer effectiveness, while law enforcement agencies such as the PNP, BUCOR, and NBI should reinforce staffing and collaboration efforts. Finally, the Quezon City Government is urged to enact policy reforms, initiate relevant programs, and allocate adequate funding.
