Abstract

Effective human resource management (HRM) is essential for the success of microfinance institutions (MFIs), particularly in challenging environments such as Caloocan, Philippines. A comprehensive Microfinance Management System (MMS) with a dedicated HR module is critical in ensuring operational efficiency and workforce development. This module focuses on three core areas: Employee Data for accurate records and insights, Job Data for role clarity and career progression, and Skills Data for tracking competencies and training needs. The integration of predictive job searching and AI-based training mechanisms enhances talent acquisition and employee development, ultimately improving the overall efficiency and impact of MFIs. The implementation of the "Human Resources 1" module includes structured approaches across key functional areas. For Employee Personal Information, the system uses standardized digital forms, automated data capture, secure databases with access controls and audit trails, and privacy-compliant reporting with visual dashboards. Job Information is managed through a centralized catalog of standardized descriptions with version control and hierarchical organization. The module also incorporates Predictive Job Searching, which leverages AI and data analytics to improve candidate sourcing, screening, and engagement. AI-Based Training features include personalized learning paths, intelligent tutoring systems, automated assessments, and support for career development. Implementation was guided by principles of data privacy, ethical AI use, system scalability, integration, and continuous improvement. The integration of the Human Resources 1 module is expected to deliver multiple benefits. These include improved operational efficiency through automation and better data handling; increased employee engagement via self-service portals and personalized learning; optimized talent acquisition with more accurate recruitment processes; and enhanced staff development through AI-driven training and skill gap analysis. The system also supports strategic HR decision-making through data-driven planning and goal alignment. Anticipated challenges such as data migration, user adoption, privacy risks, algorithmic bias, and implementation costs require proactive mitigation strategies. Incorporating a robust Human Resources module into an MMS is essential for advancing human capital management in microfinance institutions. Predictive hiring and AI-based training technologies enable organizations to effectively manage employee data, job roles, and skill development. Such integration contributes to a smarter, more responsive HR system that fosters efficiency, improves employee performance, and aligns workforce capabilities with institutional goals, particularly in underserved and high-need regions.
