Abstract

Advancements in healthcare technology and digital systems underscore the growing need for effective and responsive senior citizen care in local government units. Traditional methods of managing elderly health, personal care, and caregiver coordination often result in delayed responses, miscommunication, and limited family involvement, factors that diminish the quality of care. This study introduces a system that leverages automated notifications, IoT technology, and real-time communication tools to support a more holistic, efficient, and community-based approach to elderly wellness management. The project adopted Agile Scrum methodology to guide the iterative development of a web-based platform focused on personal care management, caregiver coordination, and health monitoring. Key system features include real-time vital sign tracking through IoT devices, automated alerts, a secure family communication portal, and role-based access for authorized barangay health personnel. Regular sprint cycles and feedback sessions ensured alignment with end-user needs and community health objectives. The development of the Senior Citizen Health and Wellness Management System has significantly improved elderly care operations at the barangay level. The system introduced modules for senior registration, caregiver task scheduling, health monitoring through IoT integration, and family communication. Barangay health workers were able to retrieve and update records more efficiently, while caregivers received timely notifications regarding the condition and needs of their assigned seniors. The platform is currently in active use and continues to be refined for broader implementation. The integration of health monitoring, personal care management, caregiver coordination, and family communication augmented by IoT and automation resulted in a digitally driven model that enhances senior citizen care. The system improved service delivery, real-time communication, and engagement from both healthcare workers and family members. Although the implementation was localized, the system demonstrates potential for adoption across other regions. It offers local government units a scalable and practical solution for modernizing senior care services and fostering inclusive, technology-enabled wellness programs for the elderly.
