Abstract

This study evaluates the effectiveness of the intensified campaign against illegal cockfighting in Barangay Tala, Caloocan City by assessing its implementation, outcomes, and impact on community safety and crime reduction. Additionally, the research seeks to identify existing challenges in enforcement and policy execution and to provide actionable recommendations for strengthening strategies and improving overall effectiveness. The researchers employed a qualitative approach, utilizing statistical tools such as frequency distribution, percentage, and weighted mean for data analysis. Data were collected through survey questionnaires featuring 4-point Likert scale items, which were administered to both police officers and individuals involved in cockfighting activities in Caloocan, Quezon City. The study included a total of 40 respondents: 20 police officers and 20 cockfighting participants. Among them, 37 were male and 3 were female. The respondents’ ages ranged from 18 to over 65 years: one respondent was aged 18–25, 12 were aged 26–39, 15 were aged 40–47, six were aged 48–55, five were aged 56–64, and one was aged 65 and above. This demographic distribution ensured diverse perspectives across relevant age groups and professions. The findings reveal a high level of satisfaction among respondents concerning the availability of livelihood programs, which serve as viable alternative income sources and help deter involvement in illegal cockfighting. Additionally, the systematic documentation of known cockfighting venues has proven instrumental in assisting law enforcement with monitoring and regulating such illicit activities. Despite these positive developments, several challenges persist. These include inadequate information sharing among authorities, limited training and resources for enforcement personnel, and inconsistent implementation of penalties for offenders. Despite the identified challenges, the campaign has made significant strides through the coordinated efforts of law enforcement, barangay officials, and community stakeholders. These collaborative actions have contributed to a noticeable decline in reported incidents and increased public awareness of the legal and social ramifications of illegal cockfighting. The study concludes that sustained enforcement measures, strengthened community education, and the continued provision of alternative livelihood opportunities are critical to ensuring the long-term success of anti-illegal cockfighting initiatives in Barangay Tala.
