Abstract

A juvenile is defined as an individual who has reached the minimum age of criminal responsibility but is still under the age of criminal majority. This study focuses on the vital role that rehabilitation programs play in reshaping juvenile behavior, fostering personal development, and preventing recidivism. It also addresses the impact of bullying, which is often a precursor to more serious delinquent acts. The purpose of this study is to highlight the importance of the rehabilitation programs in reducing juvenile delinquency, with particular focus on the holistic approach implemented at the Molave Youth Home in Barangay Payatas, Quezon City. This study utilizes a descriptive research design and purposive sampling to gather relevant data. The respondents include 40 Children in Conflict with the Law (CICL) and 10 social workers from the Molave Youth Home. Coordination with barangay officials, social workers, and other authorities was conducted to administer the questionnaires and ensure proper respondent selection. Informed consent was obtained from all participants, with additional consent from parents or guardians for minor respondents. The study aims to assess the effectiveness of current rehabilitation practices in various components such as admission and readmission processes, case management, program delivery, intensive juvenile intervention, and child protection policies. The findings indicated that most of the respondents were male and aged between 16 and 18. The assessment of the holistic rehabilitation approach at Molave Youth Home received a “Strongly Agree” rating across the following areas: Admission and Readmission, Case Management, Program Delivery, Intensive Juvenile Intervention Support Center, and Child Protection Policy. A significant factor identified in juvenile offending was abuse or neglect by parents. To address this, skill-building programs were recommended to help youth develop practical competencies that promote personal growth and reduce the risk of reoffending. The study recommends several strategies to enhance rehabilitation outcomes. These include encouraging youth participation in meaningful activities, providing appropriate rewards for positive behavior, and ensuring fair and equal treatment for all juveniles. It also emphasizes the need to strengthen law enforcement related to children's rights, conduct routine inspections in public areas, and closely monitor juvenile-related activities. These measures aim to foster a safer and more supportive environment conducive to the successful reintegration of youth into society.
