Abstract

This study aims to compare and evaluate the best governance and administrative practices implemented by three selected barangays in Quezon City: Barangay Bagong Silangan, Barangay Pasong Putik, and Barangay Kaligayahan. It seeks to identify the key factors that contribute to their effectiveness, focusing on aspects such as transparency, operational efficiency, and community engagement. Through this comparative analysis, the research intends to highlight exemplary practices and provide evidence-based recommendations that can assist other local government units in enhancing their governance frameworks and administrative efficiency. The researchers utilized a comparative-descriptive research design, gathering data from barangay employees through carefully structured survey questionnaires. The study examined three primary dimensions: the extent of technology utilization, levels of employee productivity, and overall administrative efficiency within the selected barangays. The findings highlighted notable variations in governance strategies among the barangays. While certain barangays demonstrated proficiency in integrating digital services to enhance administrative processes, others emphasized robust community engagement and strategic decision-making as their primary strengths. However, common challenges such as constrained resources, technological limitations, and operational inefficiencies, were identified as significant impediments to optimal service delivery. This study highlights the vital role of implementing standardized best practices in barangay governance, with particular emphasis on leveraging technology and boosting employee productivity. Enhancing administrative frameworks, investing in comprehensive training programs, and fostering a culture of transparency are essential to achieving effective and responsive service delivery. Accordingly, the researchers advocate for the adoption of a unified governance model that integrates cutting-edge digital technologies alongside ongoing professional development initiatives, thereby strengthening barangay operations and elevating the quality of public services provided to the community.
