AN ASSESSMENT ON THE IMPLEMENTATION OF CITY ORDINANCE NO. 2955 IN BARANGAY U.P. CAMPUS QUEZON CITY

The purpose of this study is to assess the implementation of City Ordinance No. 2955 in Barangay U.P. Campus, Quezon City. While alcohol consumption is often a part of social interaction, it poses serious risks especially to minors. In Quezon City, the growing incidence of underage drinking has become a pressing concern due to its links to health problems, accidents, violence, and other risky behaviors. This study aims to evaluate how effectively the ordinance is being enforced, identify challenges in its implementation, and determine the level of community awareness and compliance within the barangay. This chapter outlines the research design, description of respondents, sampling technique, and the procedures for the validation, administration, and retrieval of the research instrument. The study adopted a descriptive quantitative research design to obtain measurable data regarding the implementation of City Ordinance No. 2955. A purposive sampling method was employed to ensure the selection of respondents with direct knowledge and involvement in the ordinance's enforcement. The respondents were grouped into three (3) categories: thirty-five (35) personnel from the Department of Public Order and Safety (DPOS) implementing OPLAN DISIPLINA, twenty (20) Barangay Officials, and fifteen (15) Community Residents from Barangay U.P. Campus. The study presents the findings based on the sub-problems formulated. It first outlines the profile of the respondents in terms of age, sex, and educational attainment. The study then evaluates the respondents’ assessment of the implementation of City Ordinance No. 2955 in Barangay U.P. Campus, Quezon City, focusing on four main aspects: restriction of alcohol access to minors, policing and enforcement, guidance and counseling, and community involvement. Among the challenges identified, “insufficient awareness” emerged as the most significant issue, ranking first, with 37 out of 70 respondents (equivalent to 18.05%) citing it as a major concern. To address this issue, it is recommended that Barangay U.P. Campus implement initiatives that promote community participation in enforcing the ordinance. This may include volunteer programs, awareness campaigns, and community-based activities to strengthen local engagement and understanding of the ordinance. Proposed Intervention Program To effectively reduce and prevent alcohol consumption among minors in Barangay U.P. Campus, a comprehensive intervention program is proposed. This program integrates education, regulation, enforcement, and community engagement to ensure sustainable and long-term impact. The key components are as follows: Education and Awareness Launch targeted information campaigns in schools and communities to raise awareness about the dangers and consequences of underage drinking. Collaborate with educational institutions to integrate alcohol prevention topics into the curriculum and conduct seminars for students and parents. Regulation and Monitoring Conduct regular compliance checks on establishments selling alcoholic beverages to ensure adherence to City Ordinance No. 2955. Impose appropriate penalties and sanctions on businesses that violate the ordinance, including fines and possible suspension or revocation of licenses. Enforcement of Protective Measures Strictly enforce curfew hours for minors and increase police presence in areas prone to underage drinking. Limit the number and location of alcohol-selling establishments, particularly those near schools, youth centers, and residential zones. Community Participation and Support Encourage community involvement through volunteer monitoring groups and awareness drives. Establish a Barangay-based Task Force to support ordinance implementation and respond to violations. Youth Guidance and Counseling Services Provide counseling and intervention programs for minors identified as at-risk or involved in alcohol consumption. Partner with local health and social services to offer support, rehabilitation, and mentoring initiatives.
