Abstract

INTRODUCTION

The educational process is evolutionary; thus, continuous schooling of pupils ages 4-12 is said to be crucial. At this stage, their skills in acquiring knowledge change dramatically. This is due to certain factors like, but not limited to, 1. social-economic status; 2. cultural diversity; 3. demographics and the like.

As the educational system changes, the percentage of Out of School Youth (OSY) is ascending rapidly.

There are various ways of lessening the number of OSY. One is an effective plan and execution. This research will provide a "systematic" approach to achieving the ideal learning process. Educators, together with external stakeholders, must take the initial step to strengthen the tie of learners with learning.

METHODS

This is descriptive qualitative research aims to identify the number of OSY and to provide possible solutions to strengthen pupils' awareness of schooling. The research will identify respondents (as identified as legitimate residents and OSY) of Poblacion, San Juan, Batangas.

The research will use a survey questionnaire to determine the number of OSY in Poblacion, San Juan, Batangas. Also, this action research will use a checklist and interviews for data gathering to identify students’ different reasons for not attending school. All data gathering procedures were validated through the help, but not limited to Barangay Officials and DSWD Personnel. The researchers will distribute, tally, and interpret all data to determine several factors of a rapidly increasing number of OSY in the institution.

RESULTS

The primary reason for dropouts is lack of personal interest. Unfortunately, this particular reason is quite complex and may be due to several reasons. It may be due to demand-side issues such as poor information on the value of education. It may also be that the poor are very impatient and do not see the returns of education. And finally, a lack of personal interest can be a result of the interaction of demand and supply-side issues. Unless we are able to understand this complex issue better, we cannot be precise on how to deal with it.
