INTRODUCTION
There are certain factors that affect the learning of students in any subject within the K to 12 Curriculum implemented by the Department of Education. Time and again, the lack of materials and equipment in teaching hampers the learning of students because it renders teaching helpless and incomplete. In this regard, the researcher aims to get the attention of the school heads, parents, and students and those people in the higher echelons of the Department of Education to address the lack of materials and equipment used in teaching TLE. In his desire to render complete, comprehensive and substantial teaching in the tradition of Dewey's learning-by-doing theory, he has been keen on producing materials and equipment which are usually costly. These materials, although being described as contextual, still need to be reproduced from scarce materials in the locality.
METHODS
The researcher used a non-random sampling technique called purposive sampling since the purpose of this study was to direct attention to the problems of lack of equipment and materials in teaching TLE to his students. This technique was appropriate since finding the sample within the vicinity can be easily done. There were Twenty (20) students per grade level with a total of forty (40). Nine (9) of them were female while thirty-one (31) of them were males. The researcher used the weighted-mean to interpret the data gathered.
RESULTS
The Grade 9 and 10 Students of TLE strongly agreed that materials and equipment are of great importance. They aroused the interest of the learners. They also believed that materials and equipment are needed in empirical studies. They are indispensable in learning and that information and skills are obtained using materials and equipment. They also verified the theories taught. These were found out through the computed weighted means of 3.83, 3.80, 3.78, 3.76 and 3.65 respectively. The respondents knew that learning would take place with the presence of materials and equipment, especially in TLE. The transfer of learning would be difficult if no materials are available.
DISCUSSIONS
From these findings, it can be deduced that both teachers and learners are affected by the lack of materials and equipment and that they shoulder what should have been the responsibility of the Department of Education.
