Assessment of Reading Level in Atisan Elementary School: A Basis for Reading Action Plan

INTRODUCTION
Despite the effort exerted by Atisan Elementary School, the number of learners falling under the NR and Frustration levels continue to increase. This led the researcher to conduct this action research that will assess the present reading levels of the students and will determine the suited action as stipulated in each action plan per grade level. When the school conducted the Pretest of Phil-IRI, a big number of learners who fell under the Non-Reader and Frustration reading levels which are statistically 26.71% in English and 16.44% in Filipino was reported. This result caught the attention of the researcher and his need to address it. This gave way to the crafting of Reading Action Plans. The main objective was to decrease the number of learners who belong to the Non-Reader and Frustration Levels from 16.44% to 10% in Filipino and from 26.71% to 15% in English Phil-IRI Post Test through the use of Reading Action Plans.
METHODS
The research design utilized was the descriptive method of research. The respondents of the study were 146 learners from Grades 2 to 6. The data were statistically treated with the use of Frequency Distribution and Simple Mean. To ensure the accuracy of the result, the researcher asked the assistance of the teachers to comment on the process of administering the Phil-IRI. Their insights in this process helped in the refinement of this study. Moreover, teachers made action plans which were validated by their colleagues and school head as well.
RESULTS
The results of the Phil-IRI Pre-Test in Atisan Elementary School showed that there were 26.71% of learners who fell under the Non-Reader and Frustration Level English and 16.44% of learners in Filipino fell in the same Reading Levels. After the implementation of the Reading Action Plans, the results of the Phil-IRI Post-Test in Atisan Elementary School showed that there were only 13.01% of learners who fell under Non-Reader and Frustration Level in English and 10% of learners in Filipino fell in the same Reading Levels.
DISCUSSIONS
Reading Action Plans, when strictly followed, play an important part in improving the reading level of the learners in Atisan Elementary School since it was very evident that the number of learners under the reading level of Non-Reader and Frustration decreased. Such reading action plans need to be improved and enhanced to meet the target percentage of learners' improvement in the said reading levels.
