Assessment of Private School Administrators Capacity in Preparation of Documents for Government Permit to Operate

Abstract

INTRODUCTION

The regional office, through the Quality Assurance Division, issued a Memorandum " Online Submission of Application for New Government Permit, Renewal of Permit to Operate and Government Recognition of Private Schools to the Regional Office" last June 23, 2015. Through this, a detailed step-by-step guide for processing documents were given to guide school administrators in the preparation of documents.

METHODS

The researchers utilized the questionnaire which was distributed to 41 school administrators during the assembly held last June 2, 2017, at the University of Batangas. All the accomplished questionnaires were collected and tabulated.

SAMPLING DESIGN

The respondents to this action research were the 41 school administrators of private schools applying for new, renewal, and recognition of the government permit to operate.

DATA COLLECTION

The questionnaire was used to gather baseline data for this action research. This study aimed to assess the capacity of school administrators in preparing documents for their government permit to operate.

RESULTS

When it comes to their degree, 18 or 43.90% of the school administrators graduated with the degree of Bachelor of Elementary Education, 10 or 24.39% graduated with the degree of Bachelor of Secondary Education, and 13 or 31.71 % are non-education graduates. For the post-baccalaureate degree, 19 or 46.34% have their Masters Degree while 22 or 53.66% have no Master Degree. Only 4 or 9.76% have a doctoral degree while 37 or 90.24% have no Ph.D. or Ed.D. units or degree.

One of the primary tasks of the school administrator is the preparation of the documents. For the 41 school administrators, 5 or 12.20% prepared the documents for the first time, 10 or24.39% prepared the documents for the second time, 8 or 19.51% for the third time, 17 or 41.46% prepared the documents for more than four times. Only 1 has no experience.

The process of preparation of documents is very important. Out of the 41 school administrators 30 or 73.17% are aware of the process and 11 or 26.83 were not aware of the process of document preparation.

DISCUSSIONS

When it comes to the flow of communications regarding the submission of documents, they always received the communication from the SGOD, although they just receive the communication without any actions being done.

Whenever there are meetings regarding the application of the documents, most administrators come, however, no questions were being asked. They have questions in mind but they were not able to ask those questions.
