Alternative Learning System: Its Impact on the Socio-economic Status of Beneficiaries

Abstract

INTRODUCTION

Although elementary and secondary education is free, many are still not in school because of the lack of other essential needs. Thus, an Alternative Learning System was developed to educate individuals since education is key to alleviate poverty. In this study, we evaluated the impact of the Alternative Learning System on the socio-economic status of the beneficiaries in terms of their income, occupational status, and educational attainment.

METHODS

Using quasi-experimental research design, it involved sixty-four ALS beneficiaries during the school year 2008-2009, with respondents coming from six municipalities in the 3rd congregational district of Masbate. The respondents were given survey questionnaires to provide their past and present socio-demographic profiles and socio-economic statuses in terms of educational attainment, employment status, and monthly income. Interviews were also conducted to validate responses.

RESULTS

The past and present data were compared and findings revealed that there is only a slight increase in income in most of the respondents. This is because most of them prioritize taking care of their family instead of pursuing higher education or finding a job. It is also revealed that most of the ALS beneficiaries are now high school graduates and a number of them were able to continue and finish their education. The study also found out that there was a decrease in jobless individuals or those who stay at home and an increase in the number of individuals employed. This implies that the Alternative Learning System had contributed to improving their occupation. Yet, there is a small number of ALS beneficiaries in the six covered municipalities in 2008 compared to the number of out-of-school youth, and there are a lot of barangays in such municipalities where the ALS program was not yet implemented.

DISCUSSIONS

The results showed the need to have a thorough, strict and sincere implementation of the Alternative Learning System to the far-flung, isolated, and remote barangays so that more, if not all, out of school youth, adult elementary, and secondary drop-outs and workers can avail basic education. The program needs true people who have a love for work and are deeply committed to reaching every single youth or adult who is out of school or a drop out to embrace the program, make significant changes in their lives, and have a better life for ALS is effective in improving the lives of the beneficiaries.
