Adoption of Application Project Implementation Plan Concept in Ethical, Accountable and Transparent Governance

INTRODUCTION
Governance is the process by which power, authority, transparency, ethics, and accountability are exerted in society through the government. The problems that exist today, however, are all in contrast to what has been earlier planned. The Department of Education has recorded complaints and administrative cases against school heads regarding the financial and fiscal management of the schools. There are cases that deal on how school heads perform their duties and responsibilities with regards to ethical, accountable and transparency school governance. Such examples include the violation of the no collection policy, the misuse or realignment of school funds and resources, the unliquidated funds of maintenance and other operating expenses, insubordination and the like. It is in this context that the researcher conducted a study on the ethical, accountable and transparent governance of school heads in the Division of Batangas
METHODS
The study used the descriptive method of research. It determined the roles and responsibilities of school heads and their transparent, ethical and accountable governance. As stressed by Calmorin (2008), descriptive design focused on the present condition. The purpose is to find new truths. This method is the most appropriate for this study. The research instrument was constructed from the books and studies reviewed.
RESULTS
In ethical, accountable and transparent governance, the assessment revealed that there was satisfactory governance of school heads in terms of moral standard and/or ethical conduct. However, regarding the issues and challenges in school governance, most of the respondents chose that the School-based management level needs thorough understanding and escalation which ranked first. While other school heads chose that both norms of conduct for public servants need review and revitalization; the unliquidation of MOOE and not having financial reporting ranked second. On the other hand, school heads chose to have a financial interest while engaged in purchasing materials needed by the school or by acting as the direct supplier of the school was the lowest in rank.
DISCUSSIONS
The results demonstrate the need for proper implementation and monitoring of ethical, accountable and transparent governance. The way the school heads manage their respective schools need to be thoroughly checked and should be monitored regularly to fully implement the ethical, accountable and transparent governance.
