Administrative and Supervisory Practices of Elementary School Principals: Basis for an Action Plan

Abstract

INTRODUCTION

Education is a crucial factor in attaining sustainable development and winning the war against poverty. The Department of Education believes in the important role of school principals not only in curriculum development but also in administrative matters: hence, empowerment, learning improvement, teaching enhancement, and school development are only a few among the tasks of the school principals. The kind of output that the school must produce is a reflection of the kind of principal it has.

METHODS

The study used two (2) methods in gathering data such as indirect / survey questionnaire and the direct / interview methods for collecting data. The purpose of the survey questionnaire is to elicit information about the assessment of the administrative and supervisory practices of the elementary school principals. An unstructured interview was conducted to verify and crosscheck the respondents' responses to the questionnaire.

RESULTS

The level of administrative practices of the elementary school principals in the Municipality of Naic, Division of Cavite, was very satisfactory but there were some areas needing enhancement. On the level of administrative practices of the school principals, it was assessed as very satisfactory in areas such as inspection, training, guidance, and evaluation. The research was the only area rated as satisfactory needing to be enhanced and addressed. There was a significant relationship between administrative and supervisory practices. The problem has been identified from the administrative and supervisory practices of the school principals. It needs to be addressed to attain the quality of service delivery expected from them. The administrative and supervisory practices can only be achieved using an action plan model that would focus on the weaknesses of the school principals.

DISCUSSIONS

School principals must continue attending training and workshops. Institutionalized research activities and research incentive program should be done to help the operations of the school. The interrelationship between the administrative and supervisory practices should be intensified and strengthened to achieve the school's goals and objectives. The result of the study can be used by the division office as a guide and benchmark for enhancing the administrative and supervisory practices of the school principals. Parallel studies can be conducted to analyze other administrative and supervisory practices not identified in this research.
