Action Research Competency of Marbel 1 Central Elementary School Master Teachers: Basis for Crafting an Enhancement Program

INTRODUCTION
The belief that teachers are active participants in the development of education shows that by knowing the problem in the classroom and by acting on that problem, teachers can become the catalysts for change and responsible agents for improving their own classroom teaching and for uplifting students’ learning. Doing classroom research can help in identifying the problems and they can be addressed to improve the teaching and learning process. Master teachers are really encouraged to conduct action research as it is specifically stated in their roles and duties. It is their role to give technical assistance to teachers in the teaching and learning process and in conducting action research.
METHODS
A Research Competency Self-Assessment Survey was distributed to the Master Teachers of the school. The questionnaire required the Master Teachers to answer their Research Competency in terms of Research Skills and Techniques, Research Environment, Research Management, Data Analysis, and Communication Skills. They rated their competency as "No Knowledge or Experience", "Emerging Skills", "Some Proficiency Demonstrated", "Consistently Demonstrates Proficiency", and "Fully Proficient". Purposive sampling was used in the study.
RESULTS
Consolidated summary of the self-assessment survey revealed that in the Research Skills and Techniques field, Master Teachers rated themselves as "Some Proficiency Demonstrated". The same rating was achieved in terms of Research Environment, Data Analysis, and Communication Skills. On the other hand, they rated themselves having an "Emergent Skill" in terms of Research Management.
DISCUSSIONS
The result of the study was used in crafting an Activity Design on Action Research. Based on the result, Master Teachers need assistance or training on Research Management. More time and focus will be allotted to this area to enhance their capability. It also considers include moderate focus and assistance on the fields of Research Skills and Techniques, Research Environment, Data Analysis, and Communication Skills. Increasing the capability of the Master Teachers in making Action Research is hoped to increase their competence in giving technical assistance to other teachers.
