INTRODUCTION
Learners are not only categorized in terms of the level of intelligence, but also in terms of the background of the family they belong to. An approach, such as distance learning with the aid of appropriate technology, extends its hands to these working students. This study aims to seek means of promoting equal opportunities for all kinds of Grade 7 students of Sta. Anastacia-San Rafael National High School who are having difficulty in dealing with their school tasks about DO 27 s. 2006 otherwise known as the implementation of "Education for All (EFA)".
METHODS
This study was conducted among "opportunity learners" from the last two sections of Grade 7, namely, Grade 7-Newton and Grade 7-Ohm, for School year 2018-2019. Data were collected via semi-structured interviews, classroom observations, and questionnaires. All data were analyzed for patterns that might offer insights into the problems that the students, parents, and teachers were facing as they worked through the particular subject matters. The researcher identified several problematic aspects of the teaching and learning process in Technology and Livelihood Education (TLE) 7. These problems include absenteeism within the first and second month of the current school year, the lack of different approaches for students who earning a living , the lack of supervised extension activities, the low quality of the tutorial venue, and a mismatch between schedules of assessments in TLE 7.
RESULTS
While the findings of this study focus primarily on discovering applicable approaches in helping working students in Grade 7-Newton and Ohm, they offer insight into the challenges of creating and providing effective instructional means by teachers on students' development via distance education in the local context.
DISCUSSIONS
Further instructions for the Grade VII working students continued to beat the same pace as the other students who are not working. The performances of these students were slightly affected by being absent in the classroom, but not to the extent of dropping out of school. Nonetheless, this study proves that a scheme such as distance study promotes equality among the diverse learners of Sta. Anastacia-San Rafael National High School.
