A Continuous Improvement Program: Project STAR (Strengthening Technicalities and Abilities in Reading)

INTRODUCTION
Despite the technology and modernization in society, it cannot be ignored that reading still plays a vital role in education. A person is restricted in what he/she can accomplish and achieve without good reading and comprehension skills. As Department of Education (Department of Education) urges teachers to continue exerting efforts that will help instill the value of learning among their pupils and students, the proponents of this paper believe that teaching the fundamental skills in reading while they are still young is the best accomplishment they can give and contribute to education. In line with this, having 154 students and five teachers in Lumampong Balagbag Elementary School, this dilemma in reading might be apparent in the said school. With that being said, the researchers aim to address this reading dilemma focusing on Grade I and II Pupils.
METHODS
This action research paper focused on students from Grade I and Grade II in Lumampong Balagbag Elementary School. As for the objective of the primary stage of this paper, it utilized the Marungko Approach to assess the reading level of the students.
RESULTS
15 pupils out of 22 Grade I pupils were identified as non-readers and slow readers based on the reading assessment conducted by the teachers.
Eight pupils out of 23 Grade II pupils were identified reading ability in frustration level based on the reading profiling.
DISCUSSIONS
This alarming growth of pupils with frustration level in reading urged the school personnel to address such concern. Poor reading ability will affect the studies in all subject areas. It will be the root of low achievement and performance level.
On the record, Lumampong Balagbag Elementary School has 23 pupils out of 44 were identified as children at risk in reading in Grades I and II. Thus, they are the focus of Project STAR (Strengthening Technicalities and Abilities in Reading).
